In my textbook it says that nihao is pronounced second tone and then third tone, but the dictionary says third tone third tone. What is right?

If you combine several characters which are of the 3rd tone, the pronunciation of all of them slave the last one will convert to second tones. So the correct pronunciation is given in your book, nihao first 2nd then third.
