The difference between 等待 and 等候 is very subtle. And we see them interchangeable in many cases.
等候 is to wait for a person to show up, or for an event to happen. This type of waiting is done with certainty; in other words, the person who waits is sure about the person/event, and it is within his expectation that it will eventually happen.
