It is appropriate to use "形式" (xíngshì) when referring to the formality, form, or shape of something. For example, when discussing the form and the content, one might say "这个学术问题得从内容和形式两方面考虑。 (This academic issue must be considered from two aspects, the content and the form.)" This sentence would not be appropriate to use with a synonym such as "格式" (géshì; format) or "外形" (wàixíng; shape).
