推荐 is "recommend", recommend a thing or a person.
E.g.
你可以向我推荐应该参观的地方吗？ [phr] Could you recommend me some places that I should visit?
我朋友向我推荐了这个游戏，但是我不知道怎么玩儿。 [phr] My friend introduced me to this game, but I don't know how to play it.

建议 is to suggest or advise, followed by an action.
E.g. 我建议大家自我介绍一下儿。 [phr] I suggest that we introduce ourselves to each other.
建议 can be a noun too.
