比不上 (bǐ bù shàng) is used to express that something is not as good as something else. For example, 他的技能比不上他的兄弟 (tā de jìnéng bǐ bù shàng tā de xiōngdì) - His skills cannot compare with his brother's.
Please note that even though here we are marking the tone of 不 as bù, in daily language, because 不 (bù) appears before another 4th-tone syllable -上 (shàng) - it undergoes a tone change and is pronounced in the 2nd tone - bú.
