This structure indicates that a certain result is produced under a certain condition. 只要 is used in the first clause which indicates the condition. The correlative adverb 就 is used in the second clause, after the subject (if there is one), indicating the result. Here are some examples:
E.g.1a 只要你努力，就一定能学好汉语。 [phr] As long as you study hard, you certainly will learn Chinese well.
E.g.2a 只要你同意，我就立刻过去。[phr] As long as you agree, I'll go there right away.

就 is not obligatory. The examples above can be changed to:
E.g.1b 只要你努力，一定能学好汉语。 [phr] As long as you study hard, you certainly will learn Chinese well.
E.g.2b 只要你同意，我立刻过去。[phr] As long as you agree, I'll go there right away.
