激励 is different from 鼓励 and 鼓舞. 激励 is "to spur, to urge, to impel, to inspire". When we use 激励, it has something to do with giving an incentive or impel someone to take a certain action.

- 鼓励 is used more often than 鼓舞 and has a more general meaning.
- 鼓励 is more often applied to specific actions, while 鼓舞 is more about morals, spirit, enthusiasm, etc.
- 鼓舞 is used with certain words to form fixed phrases, e.g. 鼓舞人心，鼓舞士气 -- in these phrases, we cannot replace 鼓舞 with 鼓励
