罒 “eye” is a form component, pointing to the original meaning “to attract one’s attention/eyes.” (From Pleco)

So it’s not the radical 罒 (net) as indicated in the decomposition here.

Also, 曰 is not the radical speech. According to Pleco “日 is an empty component. It is a corruption of 冃 mào, which gave the sound.”
