鼓励 vs 鼓舞

- 鼓励 is used more often than 鼓舞 and has a more general meaning.
- 鼓励 is more often applied to specific actions, while 鼓舞 is more about morals, spirit, enthusiasm, etc.
- 鼓舞 is used with certain words to form fixed phrases, e.g. 鼓舞人心,鼓舞士气 -- in these phrases, we cannot replace 鼓舞 with 鼓励
