参加 VS 参与

参加 is followed by an organization, political party, army, competition activity or event. It's more official, with a clear purpose.
E.g. 参加中国共产党，参加军队，参加社团，参加活动，参加比赛

参与 is to be engaged in discussing, planning or solving of something. When you say 参与, you join a larger group of people and you are just a small part of it playing a facilitating role.

Sometimes they are interchangeable.
