The difference between "...不了" (...bù liǎo) and "...不住" (...bù zhù) is that "...不了" is used to indicate possibility - that an action cannot be completed or achieved, while "...不住" is used to indicate result - that an action cannot be resisted, stopped, reach steadiness/ firmness, etc.)
