放大 and 扩大 different:

放大 is used on something that is tangible and visible to the eyes. 扩大 is usually used on abstract nouns that are volumes, range, scope, powers, channels, etc., but can also be used on tangible, visible nouns.

For example, we can use 放大, as well as 扩大:

- 照片得放大,否则看不清楚。 [phr] The photos have to be enlarged otherwise they can not be seen clearly.

On the other hand, when 扩大 is used, we cannot use 放大 to replace it.
