议 is "discuss". Rarely used alone, it usually appears in other words, e.g. 议论, 商议, 会议, ...
说 is "say, speak" and it's used alone as a verb.

How about： speak with somebody? Is it ： 说 跟一个人

Hi ShangaiP, yes, you can definitely add something after 说, an object or a complement. But note that 跟一个人说 works as well, in some contexts.
