Hi Zhan DaHe! In 摄影师, 师 takes on the meaning "person skilled in a certain profession". So 摄影师 is "someone who is skilled in photography as his or her profession".
If you want to say "master of photography", you may say 摄影大师 (大师: dà shī [n] great master; master).
