Why do we need the 來點兒 part? And would it be grammatical for it to be replaced with 一點兒? Would they mean the same thing?

These two are both correct but their grammatical structures are different:
- 请给我来点儿冰块儿。/ 请给我来一点儿冰块儿。点儿, in this case, is a shortened version of 一点儿. And 来 is a verb here. 给 is a preposition that indicates the recipient of the action 来. Please refer to: 来点儿 [phr] to have some, to give some
