Hi! Yes the original tone of 保 is the third tone. However, in spoken Chinese, because 保 appears before another third-tone word 姆, the first third-tone syllable will take up the second tone instead. Examples:
保姆 bao3 mu3 => bao2 mu3
老虎 lao3 hu3 => lao2 hu3
小姐 xiao3 jie3 => xiao2 jie3
