煞费苦心 (shà fèi kǔ xīn) is commonly used to describe the effort someone puts into something, usually with the implication that the effort was excessive or unnecessary. It is often used to describe someone who has gone to great lengths to do something, often to no avail. For example, someone might say "他煞费苦心,但是没有成功" (tā shà fèi kǔ xīn, dànshì méiyǒu chénggōng; He took great pains over it, but was not successful).
