Depending on which dictionary we check, the pronunciation of "bian" in "旁边" can be either in the neutral tone or in its first tone. In spoken Chinese in mainland China, it usually takes on a neutral tone, but in other regions or countries where Chinese is widely spoken, it could take on the first tone instead. Either way is considered acceptable, understandable, and it doesn't change the meaning.

旁边 (páng biān) is used to describe something that is located near or beside something else. For example, you could say: 他坐在桌子旁边 (tā zuò zài zhuōzi páng biān) which means "He is sitting beside the table".
