一律 (yī lǜ) is usually used to emphasize that something applies to all cases without exception. For example, 你们的考试一律都要参加 (nǐmen de kǎoshì yī lǜ dōu yào cānjiā) meaning "all of you have to take the exam without exception". It can also be used to contrast with something that is not the same for all cases, for example, 他们的工资一律不同 (tāmen de gōngzī yī lǜ bùtóng) meaning "their salaries are not the same".
