下午好！ (xiàwǔ hǎo!) is used as a greeting in the afternoon, similar to "Good afternoon!" in English. It is used when meeting someone in the afternoon, or when starting a conversation with someone in the afternoon. It is not used in the morning or evening. 下午好！ (xiàwǔ hǎo!) is not used to say goodbye, for which the phrase 拜拜 (bàibài) is used.
