计划 vs 打算:
1. Both can be verb or noun;
2. 计划 refers to something more serious and formal, while 打算 is less serious and more casual -- sometimes just an intention. If we compare:
E.g. 1 我计划明年去中国学习。
E.g. 2 我打算明年去中国学习。
The first one is an actual plan to study in China. The person is already preparing for the application, checked air tickets, etc.
The second sentence expresses an intention. The person is just thinking about it and hasn't actually done anything to make it happen.
3. In certain phrases, only 计划 can be used. E.g.
计划经济、计划生育、制定计划、商业计划,etc.
