建立 (jiàn lì) is used to describe the process of creating something new, such as a system, organization, or relationship. For example, one might say: 中国政府正在努力建立一个新的社会保障制度 (zhōng guó zhèng fǔ zhèng zài nǔ lì jiàn lì yī gè xīn de shè huì bǎo zhàng zhì dù) - The Chinese government is working hard to establish a new social security system.
