有点 is followed by a unwanted situation. If you say 今天有点儿热, 热 is an unwanted situation. So by saying that, one means that he wants the weather to be cooler. You may also refer to the example sentences.

Good question! To put it simple, when it comes to their positions, 有点(儿) is used before an adjective, while 一点(儿) is used after an adjective. E.g. 有点远,有点冷,有点不舒服 (please refer to the example sentences). I will write up more detailed explanations for both two words, so please come back and check later.
