There is no difference in the meaning. 洗手间 (washroom) is slightly more polite, and 厕所 (toilet) is more of a matter-of-fact term and it can be the room, as well as the toilet bowl. In short, if you ask for the direction for the washroom, you probably want to use 洗手间 instead of 厕所.
