No, 下月 (xiàyuè) does not refer to the same month of the following year. 下月 (xiàyuè) is used to refer to the month after the current month. For example, if it is currently June, 下月 (xiàyuè) would refer to July. To refer to the same month of the following year, the phrase 明年同月 (míngnián tóngyuè) should be used.
