No, you cannot say 划破西瓜 (huà pò xīguā) or 破西瓜 (pò xīguā). It is not correct to use 划破 or 破 on 西瓜 (xī guā) which means "watermelon". If you want to say "to cut open a watermelon", you would say "切开西瓜 (qiē kāi xī guā)" instead.
