团团转 (tuán tuán zhuàn) is used to describe a situation where something is going around in circles, or is stuck in a loop. It is often used to describe a situation where someone is unable to make progress or find a solution. For example, one might say:
"我们的讨论一直团团转,没有解决问题。" (wǒmen de tǎolùn yīzhí tuán tuán zhuàn, méiyǒu jiějué wèntí.)
Translation: "Our discussion has been going around in circles and we haven't been able to solve the problem."
