This structure indicates that although the conditions may vary, the manners of doing something remain the same. 不管 is used in the clause indicating the condition, and 都 is used after the subject of the second clause to express the conclusion.

The clause where 不管 is used must contain an interrogative pronoun (Example 1) or a coordinative phrase (Example 2).
Example 1. 不管发生什么,她都从容淡定。 [phr] Whatever happens, she is calm and poised.
Example 2. 不管成功与否,我都会尽力去做。 [phr] Whether it is successful or not, I will try my best.

Sometimes, we use 也 instead of 都 in this structure (Example 3).
Example 3. 不管我说多少遍,他也不听。 (phr) No matter how many times I say this (to him), he won't listen (to me).
