要 (yào) is used to express a condition or requirement for something to happen. It is often used to express a warning or caution. For example, 要是你不小心,就会出事 (yào shì nǐ bù xiǎo xīn, jiù huì chū shì) meaning "If you're not careful, something bad will happen".
In contrast, 需要 (xū yào) is used to express a need or requirement for something to happen. For example, 我们需要一个新的计划 (wǒ men xū yào yī gè xīn de jì huà) meaning "We need a new plan".
