Yes. In a serial number, such as the number of a vehicle, room or telephone, The number "1" can be pronounced as "yao1" instead of "yi1".
E.g. Telephone number: 911 (Pinyin: jiu3 yao1 yao1)
Plate number of a car: 京G34120 (Pinyin: jing1 G san3 si4 yao1 er4 ling2)
Room number: 861 (Pinyin: ba1 liu4 yao1)
If you would like to, you can still say "yi1" in these cases and that will not be considered wrong.
The reason is that number "7" is "qi1". When you say a serial number fast, "7" and "1" sound similar and this might cause confusion to the listener. We say "yao1" instead, to avoid such situations.
