"不" is an adverb expressing negation. When "不" is used before "都...", "不" is used to negate the existence of the state "都...".
Example: 他们不都是农民。 [phr] Not all of them are peasants.
In the sentence above, 不 negates "都是农民".

都不 is differently from 不都. Please check out our note on 都不 too.
