以至于 and 甚至 are used differently.
1. 以至于 means "so as to..., so that...". 以至于 is preceded by the cause, and followed by the result. When 以至于 is used, there are two events A and B, which happen one after the other, A causes or leads to B.
Example 1.1 他太累了,以至于站着就睡着了。 He was so tired (the cause/reason) that he even fell asleep while standing (the result).
2. 甚至 (paired with 也/都/还) means "even..., so much so that...". 甚至 focuses on the degree or extent instead of causation.
Example 2.1 大家玩儿得很开心,甚至忘了时间。Everyone was having so much fun that we even lost track of time.
Example 2.2 他很饿,甚至连垃圾都吃。He is very hungry, even eating garbage.
Example 2.3 不但大人知道,甚至小孩子也知道。Not only adults know, even young children know.
In Examples 2.1 and 2.2, we use 甚至 when we want to emphasize the degree of 开心 (having so much fun) and 饿 (feeling hungry). We could use 以至于 to replace 甚至 in these 2 examples because there is event A and event B in these two examples, but if we do so, then the emphasis will become the causation relationship between the 2 events.
In Example 2.3, we are talking about the degree of popularity or famousness of an incident or a piece of knowledge or information that is not explicitly described. There is no causation here, there is no event A and B, so we cannot use 以至于 to replace 甚至 in 2.3.

以至于 (yǐzhìyú) is used to express a result or consequence of an action. For example, "他学习努力,以至于 (tā xuéxí nǔlì, yǐzhìyú) 考试取得了优异的成绩 (kǎoshì qǔdéle yōuyì de chéngjī)" which translates to "He studied hard so as to get excellent results in the exam".
