不肯 (bù kěn) is used to express refusal or unwillingness to do something. For example, one might say 他不肯去参加聚会 (tā bù kěn qù cānjiā jùhuì) meaning "He refused to go to the party". It is the opposite of 愿意 (yuànyì) which means "willing, be willing to". For example, one might say 他愿意去参加聚会 (tā yuànyì qù cānjiā jùhuì) meaning "He was willing to go to the party".
