往往 indicates regularity, usually under a certain condition.

经常, on the other hand, only indicates frequency, without any extra condition.
E.g. 她常常早上上班前冲凉。
This is simply to say she takes a shower in the morning before work, and this happens often. It does not point to under what kind of condition "take a shower" happens.
