告诉 vs 通知
1. 告诉 (to tell, to let know) is more casual than 通知 (to notify).
2. 通知 can be a noun or a verb, while 告诉 is only a verb

反映 vs 通知

反映 can mean to reflect. The other two, 告诉 and 通知, don't have this meaning.
反映, when it means "to inform",is done by an individual or a local office, to the management or headquarter; it's usually from lower levels to higher levels.
通知 on the other hand, is to officially inform, either from higher levels to lower levels, or, the both parties involved are equal.
