不 is an adverb expressing negation, negating the existence of this state in the present time.
E.g. 我喜欢下雨,不喜欢下雪。 [phr] I like rainy weather but dislike when it is snowing.
In the sentence above, we cannot replace 不 with 没(mei2), because "to like" and "to dislike" are both verbs expressing mental activities. 不 can be used before such verbs, but not 没.
