This is also to express one's modesty: it's like saying you are more capable and i might need your help one day. In Japanese they also say this.

It's a term of courtesy used right after the two ppl are introduced or after they introduce themselves to each other. It's like saying, now that we know each other, in the future I might trouble you with a favor/ I might ask you for a favor, and now I am asking in advance please kindly help me out if that time really comes. But, when you say 请多多关照 to a person, you are not asking for a specific favor, you are just saying "i might need to rely on your help one day".
